		<description>Ice Nine is an interesting analogy.  Will the rules change the experience of openness.  I expect that many issues will be independent of the carriers service in the future.  Skype&#039;s use of voice codecs, over the top video etc.  I think applying the regulations more globally is not as powerful as taking the existing regulations and minimizing their effect on what clearly is already an open market.</description>
